MINUTES


Representative Dennis Ozment, Chair of the House Agriculture, Environment & Natural Resources Finance Committee, called the fifty-sixth meeting to order at 8:21 A.M. on Tuesday, March 14, 2006, in Room 5 of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Chair OZMENT recognized Mr. Jim Reinholdz, Fiscal Analyst to the House Agriculture, Environment & Rural Natural Resources Finance Committee. Mr. Reinholdz gave an overview of the Chairman’s bonding recommendation spreadsheet, and answered questions from members.


Chair OZMENT moved HF3269 (Ozment) Natural and cultural resource funding provided through dedicated sales tax portion; arts and humanities fund, heritage enhancement fund, and other funds and councils established; and constitutional amendment proposed.

Representative CORNISH moved an oral amendment:
Delete all references in HF3269 to arts, humanities, public broadcasting, museums and zoos.

Reallocate the funding dedicated to arts, humanities, public, broadcasting, museums and zoos so that the final funding allocations are as follows:

16% Parks and Trails Fund as defined in Section 4
42% Heritage Enhancement Fund as defined in Section 5
42% Clean Water Fund as defined in Section 6

After voice vote the chair judged that the ayes had it.

Representative WAGENIUS requested division. The Ayes were 6 and the Nays were 5. THE MOTION DID PREVAIL, THE AMENDMENT WAS ADOPTED


The Chair moved that HF3269 as amended be referred to the Committee on Taxes.

THE MOTION PREVAILED


The meeting was adjourned at 10:16 P.M.
