MINUTES


Representative Dennis Ozment, Chair of the House Agriculture, Environment & Natural Resources Finance Committee, called the sixty-first meeting to order at 8:25 A.M. on Thursday, March 23, 2006, in Room 5 of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Chair OZMENT moved the minutes of the March 21, 2006 meeting be approved as prepared by the clerk. THE MOTION PREVAILED.

Chair OZMENT moved the minutes of the March 22, 2006 meeting be approved as prepared by the clerk. THE MOTION PREVAILED.

Chair OZMENT moved HF2721 (Davids) for consideration by the Committee.
Chair OZMENT moved adoption of the A1 amendment. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Chair OZMENT moves that HF2721 be passed as amended and referred to the consent calendar. THE MOTION PREVAILED, THE BILL WAS PASSED AS AMENDED.

Chair OZMENT moved the DE2 amendment to SF762

Testifying on the DE2 amendment to SF762:

Representative CORNISH moved an oral amendment:

After line 9.21, insert (12) two members representing statewide hunting organizations.

THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED

Chair OZMENT moved that SF762 be passed and referred to the Committee on Ways and Means. THE MOTION PREVAILED, THE BILL WAS PASSED.

Chair OZMENT recognized Mr. Jim Reinholdz, Fiscal Analyst to the Committee to give an overview of the governor’s supplemental budget.

Chair OZMENT moved that the Committee reconsider SF762. THE MOTION PREVAILED.

Chair OZMENT called on Mark Holsten, Deputy Commissioner of the Minnesota DNR to testify on DNR related portions of the governor’s supplemental budget.

Chair OZMENT moved the Committee into recess at 10:16 A.M.

Chair OZMENT reconvened the sixty-first meeting of the Committee at 5:35 P.M. March 23, 2006 in room 500S of the State Office Building.

Chair OZMENT moved the AO6-1342 amendment to SF762 for consideration by the Committee.

Chair OZMENT incorporates the deletion of lines 7.15-7.18 into his motion.

Chair OZMENT renews his motion to adopt the AO6-1342 amendment as amended to SF762. THE MOTION PREVAILED THE AMENDMENT WAS ADOPTED.

Chair OZMENT moved an advisory letter regarding certain aspects of Clean Water Legacy Act funding be forwarded to the Committee on Capital Investment.

Testifying on the letter:
Terry Kuhlman, Executive Director, Minnesota PFA

Representative WAGENIUS moves that the Chair be authorized to forward the letter, including certain job creation numbers to the Committee on Capital Investment. THE MOTION PREVAILED.

Chair OZMENT moved that SF762 be passed as amended and referred to the Committee on Ways and Means. THE MOTION PREVAILS, THE BILL IS PASSED AS AMENDED.



Chair OZMENT adjourned the meeting at 5:54 P.M.
