MINUTES


Representative Dennis Ozment, Chair of the House Agriculture, Environment & Natural Resources Finance Committee, called the fifty-seventh meeting to order at 8:25 A.M. on Wednesday, March 15, 2006, in Room 5 of the State Office Building.

The Clerk noted the roll.

Members present:

A quorum was present.

Chair OZMENT moved the minutes of the March 10, 2006 be approved as prepared by the clerk. THE MOTION PREVAILED.

Chair OZMENT moved the minutes of the March 14, 2006 be approved as prepared and corrected by the clerk. THE MOTION PREVAILED.

Chair OZMENT invited member discussion on the Chair’s bonding recommendation to the Committee on Capital investment.

Testifying on the bonding recommendation were:

Paul Strandberg, Project Manager, MN Department of Agriculture
Ron Harnack, Executive Director, Board of Water and Soil Resources

Kathy Lewis, Attorney, MN Department of Natural Resources

Representative WAGENIUS moved an oral amendment:
On page 21 Line 3 insert:
NATIVE VEGETATION.
It is a condition of acceptance of the appropriations in this bill that any agency or entity receiving an appropriation for planting perennial vegetation must use vegetation native to Minnesota and preferably of the local ecotype. A waiver to justify using nonnative Minnesota vegetation may be granted if approved by the commissioner of natural resources or the Board of Water and Soil Resources.

THE MOTION DID PREVAIL THE AMENDMENT WAS ADOPTED.
