MINUTES


Representative Dennis Ozment, Chair of the Agriculture, Environment and Natural Resources Finance Committee called the forty-first meeting to order on Wednesday, April 20, 2005, at
8:55 a.m.

The Clerk noted the roll.

A quorum was present.

Representative Cornish moved to approve minutes of April 20, 2005. THE MOTION PREVAILED.

HF 1420. Environmental, natural resources, agricultural, and economic development funding provided, and money appropriated.

Representative Ozment moved to amend HF 1420, with the delete everything A05-0613. THE MOTION PREVAILED.

Representative Juhnke moved adoption of Amendment H1420A4. THE MOTION PREVAILED.

Representative Hackbarth moved adoption of Amendment A05-0651. THE MOTION PREVAILED.

Representative Penas moved adoption of Amendment H1420A3. THE MOTION PREVAILED.

Testifying on Amendment H1420A3 was:

Geir Friisoe, Mn Department of Agriculture.

Representative Penas moved to adopt the following changes in the Agriculture spreadsheet (version 4/18/2005 4:01 p.m.) changing line 18, deleting "29" and inserting 13, and deleting "58" and inserting "26", and Agriculture spreadsheet (version 4/18/05 12:40 p.m.), line 19 delete "29" and insert "13, delete "58" and insert "26".

Representative Magnus moved adoption of Amendment H1420A7.

Testifying on Amendment H1420A7 was:

Kris Petrini, Mn Board of Animal Health.

Representative Magnus moved to amend Amendment H1420A7 as follows:

Page 1, line 18, through Page 2, line 6 delete all of Subdivision 1.


Testifying on Amendment H1420A7 were:

Greg Buzicky, Mn Department of Agriculture,
Paul Liemandt, Mn Department of Agriculture.

Representative Magnus moved to amend Amendment H1420A7 as follows:

Page 13, line 29 through 35, delete all of section 49.

Testifying on Amendment H1420A7 were:

Kris Petrini, Mn Board of Animal Health,
Amy Sobieski, Mn Department of Agriculture.

Representative Magnus moved to amend Amendment H1420A7 as follows:

Page 16, line 14 through Page 17, line 2 - delete all of section 51.

Representative Magnus moved to adopt Amendment H1420A7, as amended. THE MOTION PREVAILED.

Representative Urdahl moved adoption of Amendment 13 (hand written amendment). THE MOTION PREVAILED.

Representative Urdahl moved adoption of Amendment H1420A2.

Representative Urdahl discussed Amendment H1420A2.

Representative Urdahl withdrew Amendment H1420A2.

Representative Ozment moved adoption of Amendment H1420A11. THE MOTION PREVAILED.

Representative Peterson, A. moved adoption of Amendment H1420A8.

Testifying on Amendment H1420A8 were:

Jim Boerboom, Assistant Commissioner, Mn Department of Agriculture.
Bill Bond, Mn Crop Production Retailers.

Representative Peterson, A. renewed his motion that Amendment H1420A be adopted. THE MOTION DID NOT PREVAIL, THE AMENDMENT WAS NOT ADOPTED.

Representative Juhnke moved to amend Amendment A05-0613 as follows:

Page 3, lines 4 - 9 - delete section.

THE MOTION PREVAILED.

Representative Ozment moved adoption of Amendment H1420A9. THE MOTION PREVAILED.

Representative Ozment moved adoption of Amendment H1420A10. THE MOTION PREVAILED.

Representative Ozment moved adoption of Amendment H1420A5. THE MOTION PREVAILED.


Representative Ozment moved to pass HF 1420, and spreadsheet, as amended, and be
re-referred to Ways & Means Committee. Staff is directed to make necessary technical corrections and prepare language to reflect the spreadsheet numbers. THE MOTION PREVAILED.
