MINUTES


Representative Dennis Ozment, Chair of the Agriculture, Environment and Natural Resources Finance Committee called the thirty-ninth meeting to order on Thursday, April 14, 2005, at
8:25 a.m.

The Clerk noted the roll.

A quorum was not present.

Representative Ozment moved HF 1732 before the Agriculture, Environment and Natural Resources Finance Committee.

Representative Blaine presented HF 1732. Agricultural loan provisions modified, livestock equipment pilot loan program established, livestock zoning requirements modified, town road repairs funding provided, and money appropriated.

A quorum was present at 8:27 a.m.

Representative Ozment moved to approve minutes of April 13, 2005. THE MOTION PREVAILED.

Representative Ozment moved to amend HF 1732 as follows:

Page 8, line 36 through Page 9, line 30, deleting all of sections 9 and 10.

THE MOTION PREVAILED.

Representative Ozment moved that HF 1732 pass, as amended, and be re-referred to the Rules Committee. THE MOTION PREVAILED.

Testifying on HF 1732 was:

Perry Aasness, Deputy Commissioner, Department of Agriculture.

Representative Hoppe moved HF 1019 before the Agriculture, Environment and Natural Resources Finance Committee.

Representative Hansen presented HF 1019. Drainage system study required.

HF 1019 was laid over for possible inclusion in the omnibus finance bill.

Representative Ozment moved HF 1420 before the Agriculture, Environment and Natural Resources Finance Committee. Environmental, natural resources, agricultural, and economic development funding provided, and money appropriated.

HF 1420 was laid over and will be a vehicle for an omnibus finance bill.

Representative Ozment moved HF 1081 before the Agriculture, Environment and Natural Resources Finance Committee. Commercial fishing restrictions in infested waters modified, water recreation account provided, citizen oversight committee sunsets extended, and approval of county timber receipts expenditures eliminated.

Representative Ozment moved adoption of Amendment A05-0486. THE MOTION PREVAILED

Representative Ozment moved adoption of Amendment H1081A2. THE MOTION PREVAILED.

Representative Hackbarth moved adoption of Amendment H1081A1. THE MOTION PREVAILED.

Representative Ozment moved that HF 1081 pass, as amended, and be re-referred to the Ways & Means Committee. THE MOTION PREVAILED.

Representative Juhnke moved HF 1075 before the Agriculture, Environment and Natural Resources Finance Committee. Agricultural Nutrient Task Force established, report required, and money appropriated.

Representative Juhnke moved to amend HF 1075 as follows:

On Page 2, delete section 2, Lines 17 through 22.

THE MOTION PREVAILED.

HF 1075, as amended, was laid over for possible inclusion in the omnibus finance bill.

Representative Cox presented HF 1391.

Representative Hackbarth moved adoption of Amendment H1391UE1. THE MOTION PREVAILED.

Representative Hackbarth moved adoption of Amendment H1391A15.

Representative Ozment moved to amend Amendment H1391A15 as follows:

Page 1, line 5, - delete "to the office" and insert "which is deposited in an
electronic waste account in the environmental fund. The fee is"

Page 1, lines 9 & 10 - delete "Revenue from the fee" and insert "Money
in the electronic waste account."

THE MOTION PREVAILED.

Representative Hackbarth renewed his motion to adopt Amendment H1391A15, as amended. THE MOTION PREVAILED.

Representative Juhnke moved to amend H1391UE1 as follows:

On page 7, - delete lines 24 through 28,

Page 7, line 31 - delete "additional"
Page 7, line 36, - delete "Collectively, the"

Page 8, delete lines 1 through 3, starting with "registrants" - through "period."
Page 9, delete lines 30 starting with "The system’ through "registrant."

Page 7, changed deleting lines 24 - 28 to the following:

Page 7, line 24 - delete "(2) until June 30, 2009,"
Page 7, line 25 - delete "a minimum of an additional 12.5 percent of"

Representative Ozment moved adoption of Amendment H1391A16.

Representative Ozment incorporated the following in H1391A16:

Page 1, line 13 change "11" to "12" and change "12" to "13".
