MINUTES


Representative David Dill, Vice Chair of the Agriculture, Environment and Natural Resources Finance Committee called the thirty-fifth meeting to order on Wednesday, April 6, 2005, at 8:22 a.m.

The Clerk noted the roll.

Members Excused:

A quorum was present.

Representative Juhnke moved to approve minutes of April 5, 2005. THE MOTION PREVAILED.

Representative Hackbarth moved HF 1605 before the Agriculture, Environment and Natural Resources Finance Committee. Snowmobile state trail sticker provisions modified, trail maintenance costs payment provided, easement acquisition provided, and money appropriated.

Testifying on HF 1605 were:

Doug Franzen, Mn USA, Snowmobilers Association;
Pat Watts, Enforcement Division, DNR

HF 1605 was laid over for possible inclusion in the omnibus finance bill.

Representative Hackbarth moved HF 1909 before the Agriculture, Environment and Natural Resources Finance Committee. Heritage enhancement and clean water funds and councils established, sales tax percentage dedicated, and constitutional amendment proposed.

Testifying on HF 1909 were:

John Schroers, Minnesota Outdoor Heritage Association,
Lance K. Ness, Fish and Wildlife Legislative Alliance,
Dan Larsen, Mn Rural Counties Caucus,
Dave Jansen, Citizen, Minneapolis, MN.

Representative Hackbarth moved that HF 1909 pass, and be re-referred to the Tax Committee. THE MOTION PREVAILED.


Representative Hoppe assumed chair at 9:00 a.m.

Representative Dill moved HF 610 before the Agriculture, Environment and Natural Resources Finance Committee. Snowmobile trails and enforcement disposition modified.


HF 610 was laid over for possible inclusion in the omnibus finance bill.

Representative Dill re-assumed Chair at 9:07 a.m.

Representative Hackbarth moved HF 1547 before the Agriculture, Environment and Natural Resources Finance Committee. Off-highway vehicles regulated, rulemaking required, certain state trail and forest classifications provisions modified, study required, civil penalties provided, and money appropriated.

Representative Hackbarth moved to adopt the following changes:

On Page 2, line 23, delete all of Section 2 - through Page 3, line 21.

Representative Hackbarth moved adoption of Amendment A05-0501. THE MOTION PREVAILED.

Representative Wagenius moved adoption of Amendment H1547A17.

Representative Wagenius moved to Amend Amendment H1547A17 as follows:

To change page numbers, Page 1, line 3 - change "7" to "8" and
to change page numbers, Page 1, line 3 - change "36" to "11".

Representative Wagenius moved adoption of Amendment H1547A17, as amended.
THE MOTION PREVAILED.

Representative Wagenius moved adoption of Amendment H1547A16.

Representative Wagenius moved to Amend Amendment H1547A16 as follows:

Page 1, line 3 - delete "6" and insert "5" - delete "30" and insert "5" and
delete "after"
Page 1, line 4 - delete "8" and insert "7" - delete "33" and insert"8" and
delete "after"
Page 1, line 5 - delete "3" and insert "14" - delete "after".

Representative Wagenius moved adoption of Amendment H1547A16, as amended. THE MOTION DID NOT PREVAIL, AMENDMENT WAS NOT ADOPTED

Representative Wagenius moved adoption of Amendment H1547A15.

Representative Wagenius moved to Amend Amendment H1547A15. THE MOTION DID NOT PREVAIL, AMENDMENT WAS NOT ADOPTED.

Representative Ozment moved to reconsider adoption of Amendment H1547A17. THE MOTION DID NOT PREVAIL, AMENDMENT WAS NOT ADOPTED.
