MINUTES


Representative Dennis Ozment, of the Agriculture, Environment and Natural Resources Finance Committee called the thirty-fourth meeting to order on Tuesday, April 5, 2005, at 8:25 a.m.

The Clerk noted the roll.

A quorum was present.

Representative Magnus moved to approve minutes of March 31, 2005. THE MOTION PREVAILED.

Representative Hackbarth moved HF 1026 before the Agriculture, Environment and Natural Resources Finance Committee.

Representative Hackbarth moved adoption of Amendment H1026A2. THE MOTION PREVAILED.

Representative Rukavina presented HF 1026. Farm-grown closed-loop biomass definition expanded, and conditions for Public Utilities Commission approval of a pending request for a biomass project modified.

Testifying on HF 1026 was:

Dick Hemingson, Director of Initiative for Renewable Energy and the Environment, University of Minnesota.
Gary Cerkvenik, Laurentian Energy Authority,
Jim Kochevar, General Manager of PUC.

Representative Hackbarth moved to pass HF 1026, as amended. THE MOTION PREVAILED.

Representative Ozment moved HF 813 before the Agriculture, Environment and Natural Resources Finance Committee.

Representative Sykora presented HF 813. School trust land construction aggregate evaluation provided, and money appropriated.

Testifying on HF 813 was:

Bill Brice, Director of Lands and Minerals, DNR.

Representative Ozment moved that HF 813 pass, and be re-referred to the Education Finance Committee with the request that Education Finance Committee return HF 813 to the Agriculture, Environment and Natural Resources Finance Committee for possible inclusion in the omnibus finance bill THE MOTION PREVAILED.

Representative Magnus moved HF 1050 before the Agriculture, Environment and Natural Resources Finance Committee.


Representative Davids presented HF 1050. Second Harvest food banks grant provided for purchase of milk, and money appropriated.

Testifying on HF 1050 was:

Jane Brown, Executive Director of Second Harvest Foodbank Network,
Newell Searle, Vice President of Second Harvest Foodbank Network.

HF 1050 was laid over for possible inclusion in the omnibus finance bill.

Presentation given by Rick Horton, Chair, Budget Oversight Committee for the Department of Natural Resources.


Representative Cornish moved HF 814 before the Agriculture, Environment and Natural Resources Finance Committee. Hubbard, Lake, and Wabasha Counties private sale of surplus land authorized.

Testifying on HF 814 was:

Paul Pojar, Division of Lands and Minerals, DNR.

Representative Cornish moved that HF 814 pass, and be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Representative Penas moved HF 2248 before the Agriculture, Environment and Natural Resources Finance Committee. Snowmobile metal traction device sticker fees funds allocated, and money appropriated.

Representative Penas moved to amend HF 2248 as follows:

On Page 1, lines 10 - 12, - delete - ", and is appropriated. . . . through line 12 account."

THE MOTION PREVAILED.

HF 2248, as amended, was laid over for possible inclusion in the omnibus finance bill
