MINUTES


Representative Sheldon Johnson, of the Agriculture, Environment and Natural Resources Finance Committee called the twenty sixth meeting to order on Thursday, March 10, 2005,
at 8:23 a.m.

The Clerk noted the roll.

Members Excused:

A quorum was present.

Representative Cornish moved to approve minutes of March 8, 2005. THE MOTION PREVAILED.

Representative Penas moved HF 155 before the Agriculture, Environment and Natural Resources Finance Committee.

Representative Anderson, I. presented HF 155.

Testifying on HF 155 were:

Wayne Bendickson, Scott County, Land Commissioner;
Todd Beckel, Lake of the Woods, County Commissioner,
Mark Holsten, Deputy Commissioner, Department of Natural Resources,
Paul Pojar, Lands & Minerals, Department of Natural Resources.

Representative Hackbarth moved to amend HF 155 as follows:

Page 2, line 26 after "land" insert a semi-colon, and
delete "plus one-half of the annual net proceeds received by
the commissioner from timber sales on land utilization project
land located in the county;"
and
on Page 3, Line 31 after "county" insert a period, and
delete "and the net proceeds from timber sales on land utilization
project lands in each county, for which payment has been
received during the 12-month period from June 30 to July 1
of the year prior to the payment year."
and
on Page 4, Line 6 reinstate "and," and delete "and timber net
proceeds"

THE MOTION PREVAILED.

Representative Johnson moved to recommend HF 155 pass, as amended, and be re-referred to the Tax Committee. THE MOTION PREVAILED.


Testifying before the committee on behalf of the Department of Natural Resources, on the proposed DNR budget, at 500 Lafayette Road, St. Paul, MN were the following individuals:

Mark Holsten, Deputy Commissioner,
Lee Pfannmuller, Director of Ecological Services
Elaine Johnson, Administrator of Facilities and Operations Support
Brad Moore, Assistant Commissioner for Operations.
