AGRICULTURE AND RURAL DEVELOPMENT POLICY COMMITTEE

MINUTES


Representative Greg Davids, Chair of the Agriculture and Rural Development Committee, called the twenty-third meeting to order at 2:30 p.m., Tuesday, March 14, 2006, in the Basement Hearing Room of the State Office Building.

The Clerk noted the roll.

A quorum was not present.

Members present:

Members excused:

Chair Davids welcomed Rep. Heidgerken to make his presentation regarding the application of sales tax to livestock equipment.

Testifying with Rep. Heidgerken were:
Rich Strom, Executive Vice President, MN & SD Farm Equipment Dealers Assoc.
John Beiringer, Dairyland Supply Inc.
Greg Heck, MN Department of Revenue
Lee Larkey, CPA, Retired IRS agent

A quorum was present at 2:42 pm.

Rep. Welti moved approval of the minutes from Wednesday, March 8, 2006. The motion prevailed.

Chair Davids made committee announcements.

Chair Davids welcomed Todd Reubold, IREE Assistant Director, to the committee to make a presentation on the University of Minnesota’s Initiative for Renewable Energy and the Environment.

Chair Davids passed the gavel to Rep. Juhnke at 3:07 pm.

Rep. Juhnke passed the gavel back to Chair Davids at 3:16 pm.

HF3273 (Davids) relating to agriculture; creating a soy-based transformer fluid conversion allowance program; appropriating money.

Chair Davids moved HF3273 be recommended to pass and be re-referred to the Committee on Agriculture, Environment and Natural Resources Finance.

Chair Davids moved to amend HF3273 (H3273A2). The motion prevailed, the amendment was adopted.

Chair Davids renewed his motion that HF3273 be recommended to pass, as amended, and be re-referred to the Committee on Agriculture, Environment & Natural Resources Finance. The motion prevailed.

The meeting was adjourned at 3:50 p.m.
