MINUTES


Representative Greg Davids, Chair of the Agriculture and Rural Development Committee, called the sixth meeting to order at 2:30 p.m. on Wednesday, February 2, 2005, in the Basement Hearing Room of the State Office Building.

The Clerk noted the roll.

Chair Davids welcomed the audience and provided a brief overview of the agenda for today.

Powerpoint presentation overview of the Board of Animal Health was provided by:

A quorum was present at 2:37 p.m.

Rep. Magnus moved approval of the minutes: Tuesday, February 1, 2005. The motion prevailed.

Presentation on Bovine Spongiform Encephalopathy (BSE) was provided by:

Dr. Linda Glaser, Emergency Planning Director, Board of Animal Health
Kevin Elfering, Director, Dairy, Meat & Food Inspection, MN Department of Agriculture
Dave Wiklund, National Animal Identification System Project Manager, Board of Animal Health
Jim Collins, University of MN Veterinary Diagnostic Lab

Overview of the Agricultural Utilization and Research Institute (AURI) was provided by:

Edgar Olson, Executive Director, AURI
Dan Lemke, Communications Director, AURI
Alan Doering, Technical Service Specialist, AURI

HF307 (Cornish) Cervidae regulation by Board of Animal Health provided.

Chair Davids moved HF307.

Rep. Cornish presented HF307.

Testifying on HF307:
Dr. Paul Anderson, Assistant Director, MN Board of Animal Health
Tony Kwilas, Lobbyist, Elk Breeders Association

Rep. Heidgerken moved to table HF307. The motion did not prevail.

Chair Davids renewed his motion that HF307 be recommended to pass and be re-referred to the Committee on Civil Law. The motion prevailed.

HF318 (Blaine) Board of Animal Health official laboratory provided

Rep. Blaine moved HF318.

Rep. Blaine presented HF318.

Testifying on HF318:
Dr. Bill Hartman, Executive Director, Board of Animal Health
Jim Collins, University of MN Veterinary Diagnostic Laboratory

Rep. Blaine renewed his motion that HF318 be recommended to pass and be placed on the General Register. The motion prevailed.
