House passes bill extending Hennepin County energy buying period

Hennepin County’s holding period and expiration date for energy-forward-pricing mechanisms may grow from two years to five years, after the House passed HF2932/SF2764* Thursday.

Following the 131-2 vote, the bill heads to the governor. The bill was passed by the Senate 46-17 May 5.

Sponsored by Rep. Cindy Pugh (R-Chanhassen) and Sen. Jeff Hayden (DFL-Mpls), the bill would increase the holding period and expiration date for energy-forward pricing – which is buying energy for a future date at a set price – from 24 to 60 months.

“It’s saved the county a lot of money,” Pugh said.

The bill also contains a provision that would establish job order contracting authority for Hennepin County. This would allow the county to issue a request for qualifications – for projects that do not exceed $250,000 – that includes the criteria that will be used for bidding those projects.

Pugh said the provision was meant to engage more small businesses, including those owned by women and minorities, in the contract bidding process.
