Required closed captioning in medical facilities passes House

Sponsored by Rep. Brian Daniels (R-Faribault) and Sen. Alice Johnson (DFL-Blaine), HF2742/SF2603*, also known as “The closed captioning bill,” would require medical facilities to have closed captioning displayed on all public TV sets.

Passed 133-0 by the House Thursday, it now heads to the governor. It was passed 64-0 by the Senate May 11.

“Without closed captioning, [people who are deaf] can sometimes have no idea what is happening,” Daniels said.

According to the bill, any TV in a medical facility waiting room used by the general public, would need to have a closed captioning feature activated at all times (if the TV has a captioning feature).

The facility would be required to make reasonable efforts to prevent members of the public from independently deactivating a captioning feature. If the feature is deactivated, facility staff would be required to reactivate it as soon as practicable.
