Legislative Update – June 30, 2023

Dear Neighbors,

Thank you to all who were able to join Senator Kelly Morrison and me for our session wrap-up town hall, we had a great turnout! I appreciated the opportunity to discuss the progress we made this year. Thank you for bringing such good questions!

Earlier this month, I was honored to participate in a panel discussion during the Minnesota Cancer Alliance Summit. Thank you for the opportunity to talk about my bill to remove copays for breast cancer screening and for all the work you do to improve outcomes for cancer patients.

New Laws Going into Effect July 1st

Many laws passed by the legislature this session had an effective date of July 1, 2023 and will be going into effect next week. This includes appropriations from our major budget bills along with countless other provisions. House Nonpartisan Staff has put together a document highlighting some of the major laws, which you can find here. A full list is also available here.

All finance provisions of this year’s Climate and Energy budget will take effect July 1, and I have received some questions looking for details on programs such as the E-Bike and heat pump rebates. Energy Division leaders within the Department of Commerce are actively working on developing timelines for the implementation of all programs and will update my office when they have more information.

That information will also be posted on the Minnesota Department of Commerce website and distributed via its newsletters as soon as it becomes available. They encourage interested constituents to sign up for the Department newsletter here. The E-Bike Program will be administered by the MN Department of Revenue. Here is a link to a page with the available information at this time.

Clean Energy Trip to Germany!

As Chair of the House Climate and Energy Committee, I was honored to attend a conference in Germany as part of a bipartisan group of legislators to learn more about how Germany and other European countries are transitioning to renewable and clean energy sources. We visited solid waste recycling sites and learned about Germany’s work decarbonizing using renewables, storage, biogas, and hydrogen.

Climate change is a global challenge, and I am proud to work alongside partners here in Minnesota and across the globe to come up with smart solutions to protect our climate.
