Capitol Update from Rep. Dan Fabian

Dear Neighbors,

This week, several bills I am authoring received hearings as they continue to advance through the committee process.

Electronic Insurance ID

In the Civil Law and Data Practices Committee this week, my bill HF 307 received a hearing. This legislation clarifies state statute to ensure that electronic insurance identification cards can be used as proof of insurance. I drafted this bill in response to a constituent who was cited and told his electronic insurance ID card on their smartphone was not legitimate proof of insurance.

Thirty-seven other states have similar laws and nearly every major automobile insurance provider in the nation offers a smartphone app that can help people access proof of insurance.  

MPCA Bill

In the Environment and Natural Resources Committee this week, a hearing was held on HF 1394, a bill I am moving forward that allows citizens to have more impact and input regarding MPCA permitting. I believe the bill also has the potential to save time and money for cities and businesses.

Changing requirements with the MPCA Citizens' Board, which consists of the MPCA Commissioner and eight political appointees, means folks will have a chance for earlier input in the permitting process and will be able to request hearings. That way, citizens can talk directly with the Board and technical experts who can better address their concerns, answer questions, and if necessary, redraft a permit.

We all want clean water and low levels of pollution in Minnesota, but state government also has to be responsive to community needs and citizen input. That is why HF 1394 is so important.
