Statement from HHS Chairman Matt Dean on MSOP Ruling

Wednesday, June 17, 2015

SAINT PAUL, MN – Below is a statement from Representative Matt Dean (R-Dellwood), Chair of the House Health and Human Services Finance Committee, regarding Judge Frank's ruling earlier today on the Minnesota Sex Offender Program.

"The Minnesota Sex Offender Program (MSOP) was created to protect Minnesotans from clinically diagnosed and court ordered dangerous persons deemed most likely to reoffend. Patients committed to MSOP receive treatment and training at two Minnesota campuses. We will closely review and respond to the judge's ruling when appropriate. The legislature is not a party to this lawsuit and does not have any legal obligation to respond.

While we reject Judge Frank's opinion regarding the constitutionality of the program, the legislature will continue to work with MSOP to improve the program in a matter that protects our primary obligation to protect vulnerable Minnesotans."
