2013-14 biennium comes to a close

To the editor,

 

We have reached the end of the 2013-14 biennium. The hours have been long the past few days and it may take me a bit of time to decompress, but here are my thoughts as of late:

 

Bonding Bill:

I believe there are many good projects within the bill that passed and believe the size was good for the economic stability of our state. I remain disappointed that many infrastructure projects were not included in the capital investment bill. Things like $20 million for Nicollet Mall in Minneapolis, according to the majority, are more important than our water, sewer and roads. Where are our priorities?

 

Medical Cannabis (marijuana):

The Legislature passed a medical cannabis bill that is a compromise between the House and Senate. The bill allows for two manufacturers and eight dispensaries. Doctors, physician assistants, and licensed advanced practice registered nurses will certify that a patient has one of eight qualifying medical conditions. The patient will then be able to apply to the state registry. Once on the registry, the patient can go to one of the manufacturers to receive medical cannabis in the form of liquid (oil), pill, vapor or any method approved by the commissioner of health. The method of determining the form and dose has not prescribed or determined at this time. That process will likely be determined through the rules process.

 

I am pleased that, in this biennium, I passed bills to help veterans, assist local landowners, recognize officer Tom Decker and clear up a tax glitch pertaining to a new cafeteria shared by the monastery and university at St. John’s.
