Dear Neighbor,
I have heard a loud and clear concern from constituents that they want confidence in the election process and outcome by using photo ID to cast a vote. In response, I have co-authored the Photo ID bill and voted in its favor. I am pleased to let you know the Photo ID bill passed the Minnesota House and Senate last week. Despite the governor's veto, this constitutional amendment will be on the November ballot. The question will be asked of voters: “Shall the Minnesota Constitution be amended to require all voters to present valid photo identification to vote and to require the state to provide free identification to eligible voters, effective July 1, 2013?”
If this constitutional amendment is passed by the voters, Minnesotans will be required to use their photo ID in order to vote, just like in dozens of other states. The amendment keeps same-day voter registration, absentee balloting, voting by mail, and also allows for provisional ballots for those who go to vote on Election Day and do not have their photo ID. Currently, 43 states use provisional ballots. (In Tennessee on March 12, 2012, with a new photo ID law, there were only 285 provisional ballots cast statewide - .004% of voters.)
Since becoming a state in 1858, the Minnesota Constitution has been amended over 120 times - most recently in 2006. As legislators, we have had the opportunity to vote on this issue. In November, Minnesota voters will have the opportunity to have their say on the Photo ID constitutional amendment.
