St. Paul – The Minnesota House passed a bill today, authored by Representative Tim O’Driscoll (R-Sartell), which would reform the school trust land advisory council. Passing with a bi-partisan vote of 104-26, House File 2244 would create a Legislative Permanent School Fund Commission and a Permanent School Fund Board which will be appointed by the governor.
“The school land trust is a great asset for our state, but over the years has been under-managed,” said O’Driscoll. “Which school district in the state of Minnesota wouldn’t like to have some additional, predictable income to help educate tomorrow’s leaders?”
The Permanent School Fund Board will be given authority and responsibility for the administration of school trust lands. The board will be made up of five gubernatorial appointees who must first be confirmed by both the House and Senate. They will report to the Legislative Permanent School Fund Commission bi-annually to ensure that the trust lands are being managed efficiently and that revenues are being maximized. The commission, in turn, will provide advice to the board regarding its management of the trust lands. The commission will be made up of twelve Legislative members: six from the Senate and six from the House, representing both the Majority and Minority party equally.
This legislation, drafted in response to concerns from stakeholders, models the new commission after one in Utah, a state with a highly successful school trust program. Its goal is to use the expertise of private citizens to professionally manage the school trust lands more efficiently and net more return on investments for Minnesota’s schools.
