The last month has seen quite a flurry of activity in the Legislature, with private sector job growth and economic recovery continuing to take center stage. The Republicans in the House remain committed to these efforts through our Reform 2.0 initiative.
As of last week, six reform bills have passed the Minnesota House all with bi-partisan support. Dozens of bills are currently moving through the committee process, and legislators are taking a long, hard look at how each piece of legislation can enhance and reinvigorate a competitive business climate in Minnesota.
The House Tax Committees have reviewed several bills that will provide relief to our local businesses. One bill would phase out the Statewide Business Property Tax in light of the fact that Minnesota is 45th in the nation for highest businesses taxes, deterring jobs from staying, growing, and being created in our state. This legislation would also provide more property tax relief to homeowners through the Property Tax Refund (PTR) program.
Education reform has also been a key priority in the Legislature. We understand that strengthening our public school system will translate to a highly-valuable workforce in the long term.
Last week the House unanimously passed and the Governor signed into law House File 1770 that requires teacher candidates to pass a basic skills exam before receiving a teaching license. Former law required the test, but still allowed those who failed it to teach in a classroom.
We also passed House File 1870 that would eliminate the state mandate Last In/First Out (LIFO). Seniority should not trump student achievement, and this bill would include teacher performance standards not solely seniority when making unfortunate layoff decisions.
