March 23 Legislative Update



Neighbors,

This week was a busy one! I spent a lot of time in House Committees hearing bills before today’s committee deadline. I would like to highlight two bills we passed this week on the House floor: The Tax Relief and Job Creation Act and Voter ID.


The Tax Relief and Job Creation Act is designed to make Minnesota a more competitive place for job creation. This bill reduces the statewide business property tax rate to help businesses invest in employees and growth. Our top priority is job creation, and this legislation looks to encourage job creators to invest in their business to provide jobs to Minnesotans.


Tax Relief and Job Creation Act Highlights:

· Phases out statewide tax on business property over 12 years beginning in 2014.

· Freezes statewide tax on business property for one year.

· Increases the Angel Investment Credit annual limit from $12 million to $17 million, which is a permanent increase.

· This bill helps small, start-up biotech companies partner with larger, profitable companies to gain access an immediate infusion of cash so they can hire more employees.

· Allows small businesses (less than $1 million and less than 20 employees) to take up-front capital equipment exemption rather than get it through a refund.


On Tuesday, the House passed the photo ID constitutional amendment bill. The bill puts the voter ID issue up on the ballot for a public vote in the November election. The ballot question will ask voters if they would like to add an amendment to the Minnesota Constitution that would require a valid photo ID be shown on Election Day in order to cast a vote. This amendment would also require state identification be provided at no charge to those who do not have any form of ID.
