In 1975 Minnesota made the decision that middle class families deserve the chance to own a home. Knowing that a high property tax bill could be a hurdle that blocked families from raising their kids in a home of their own, our leaders did something about it; they created the Homeowner Property Tax Refund program.
The program gave middle- and lower-income families a rebate on property tax bills that are high relative to their household income. Now 35 years later weíre still offering that rebate.
In 2008, nearly 350,000 Minnesota homeowners filed for the Homeowner Property Tax Refund. Those homeowners were refunded a total of $234 million or an average of $683 each.
At a time when Minnesotans are having their wages cut, hours reduced and jobs eliminated, this program puts money back into the pockets of working families.
We should thank former Governor Wendell Anderson, former Tax Chair William Kelly and former Speaker of the House Martin Sabo. Their leadership made it easier for families to own their own homes. We should protect the Homeowner Property Tax Refund as an important measure of tax fairness.
