Legislative Update from Rep. Abigail Whelan (2.23.18)

Dear Neighbors,

Here is an update with the latest news from the Capitol and around our community.

2018 Legislative Session

The 2018 legislative session began on Tuesday, February 20, and I expect this to be a busy and fast-paced session.

Here are some of the key things legislators will be addressing this session:

Federal Tax Conformity

With sweeping tax changes at the federal level late last year, one of the key bills this session will be a federal tax conformity bill. With significant changes from the federal government, tax conformity is more complicated in past years and the state is expected with straight conformity to collect several hundred million dollars more in revenue.

I do not think the state should collect several hundred million more in revenue, so conformity will be a challenge. I plan to advocate for some (perhaps all) conformity, but also for additional tax relief. State government should not be collecting more revenue—that should be going to the citizens of our state.

While the Tax Cuts and Jobs Act won’t affect filers until 2019, addressing conformity now will ensure there aren’t unnecessary complications come tax time next year.

MNLARS

As I’ve detailed in previous updates, the Minnesota Licensing and Registration System (MNLARS) has been more than problematic since its roll-out. The Administration is asking for another $43 million on top of the nearly $100 million taxpayers have already shelled out for this program.

My goal is to protect taxpayers and work to find fiscally-responsible solutions that fix the MNLARS mess and deliver a basic-functioning program for Minnesota citizens. I plan to keep you updated as this develops over the session.

Elder Abuse

The Star Tribune did a several part series last year detailing problems with abuse and neglect of Minnesota seniors. This is a serious problem, especially as the Minnesota Department of Health was reportedly aware of these incidents and failed to follow up.

This session, we will be examining what reforms we can implement to better protect our seniors and vulnerable populations to ensure our loved ones are taken care of.

Bonding

The second year of a biennium is generally considered a “bonding year” at the Capitol. While the Governor's original $1.5 billion proposal is $600 million higher than what was planned for in the November forecast (higher than I think many legislators will support), the February forecast will give us a better picture of our state’s economic outlook and any potential bonding package.

While I am not supportive of many bonding projects, if a bonding bill does advance this session I hope our focus will remain on critical local infrastructure and transportation needs across the state, and will advocate for such a bill.

Standing Up for Life

This session, I have introduced two bills that will protect unborn children and stand up for life.

The first bill, House File 2792, would make abortion illegal and institute criminal penalties. The second bill, House File 2814, would prohibit the use of aborted fetal tissue for research—an issue we have seen come to light in the past few years at the University of Minnesota.

I believe in the sanctity of life and that every life is a precious gift. I also believe that we have an ethical and moral duty to protect those who cannot protect themselves, and I will continue to champion life in my role as a state lawmaker.

Northern Suburban Home Improvement Show

The 20th annual North Suburban Home Improvement Show will be on Saturday, March 10 from 8 AM to 2 PM at the Andover YMCA. It’s sponsored by the cities of Coon Rapids, Anoka and Andover, as well as the Anoka Area Chamber of Commerce. There will be more than 100 vendors at the event, so don’t miss out!
