Legislative Update (6-7-16)

Dear Neighbors,

On Monday, Governor Dayton let the clock run out on the bipartisan tax bill that passed the legislature this year. By the governor's lack of action, the bill was “pocket vetoed”.

This is extremely disappointing as the overwhelmingly bipartisan bill—which passed with 89 percent support in the legislature—would have brought over $800 million in relief to Minnesotans across the state including veterans, middle-class families, college graduates, and farmers.

Governor Dayton stated he vetoed the bill because of a drafting error that could cost the state $100 million in revenue over the next three years as well as a small sales tax exemption. The House agreed to amend both issues in efforts to work with the governor, hoping he would sign the bill.

As for the drafting error, legislative leaders have historically been able to send a letter of legislative intent to resolve language issues in legislation. The House even offered to hold a one day special session to repass the bill without the error.

The governor promised at the end of session that he would not hold the tax bill hostage to special session negotiations. We have made several attempts to negotiate with him, but to no avail. He is now using middle-class tax relief as leverage for additional spending in a proposed special session.

To be candid, I am not sure where things will end up with special session negotiations. I truly am disappointed in the way things have played out.

Things remain extremely fluid and I will keep you updated if there is news to report.
