Capitol Update from Rep. Dan Fabian

Dear Neighbors,

Here is an update from St. Paul.

Elk DNR Management Legislation

In Kittson County, the Department of Natural Resources (DNR) wants to increase the number of elk, a plan opposed by many farmers and ranchers in the community because elk destroy their crops, forage and fences.

When wildlife destroys agriculture property, farmers can put in a depredation claim with the Minnesota Department of Agriculture to be reimbursed for losses. The DNR has stated that even with an increased elk population in Kittson County, they can reduce that destruction and the number of depredation claims by implementing new practices. The legislation I am advancing through the House would require proof that the DNR's practices will decrease depredation claims before elk populations are increased in Northwest Minnesota.

After a two year trial with new DNR practices and the elk population being maintained at its current level, if the Agriculture Commissioner determines that the DNR practices are working, then they will be able to increase the herd. This bill offers a common sense solution that requires verification from a state agency and is supported by local farmers and ranchers as well as the Farm Bureau, Farmers Union and the Minnesota State Cattlemen's Association. 

My bill is continuing to move through the legislative process, and I will keep you updated on this legislation as it moves forward.

Autocycle Legislation

Earlier this week in the House Public Safety Committee, my legislation to create a new vehicle category of autocycles was passed that would allow three-wheeled vehicles like the Polaris Slingshot to be operated with a Minnesota driver's license instead of a motorcycle license.

I will continue to work on this common sense change to state law and am pleased it is garnering bipartisan support throughout the committee process.
