Legislative Update- March 20, 2017

Dear Neighbors,

Our first two committee deadlines for policy bills has passed and our time on the House floor will now increase significantly.  

Last Thursday, the House passed HF 1478, the teacher layoff bill. This bill is the House Majority’s first education priority this year and would require school boards to negotiate a plan for laying off teachers. About 40% of school districts have locally negotiated layoff plans. If there isn’t a negotiated plan, state law directs schools to layoff teachers according to their seniority.  Our priority ought to be giving our schools the resources needed so they don’t need to layoff teachers in the first place.  We currently have a teacher shortage in Minnesota.  Retaining teachers and not increasing classes ought to be our focus.

Budget Targets

The Senate and House Republican Leaders released their budget targets last Friday and today, respectively. These ‘targets’ serve as a financial blueprint to guide our debate as we work to craft our two year budget.  I am still reviewing the details and will be interested to learn more about how the Legislature’s budget priorities impact our communities. With the uncertain impact of our federal administration’s goals, it is important to be vigilant in keeping up with what makes Minnesota competitive and strong: Equitable investments in education.  Health care and jobs ought to be our priority, not big giveaways to insurance companies and large corporations. 

Activities at the Capitol

Last week, I met with a variety of groups visiting the Capitol. One highlight was meeting with the North Metro Mayor’s Association, who were advocating on local issues in their communities.
