RELEASE: Rep. Sundin bill for Moose Lake Sanitary District advances

ST. PAUL, MN – A bill authored by State Representative Mikel Sundin (DFL – Esko) that streamlines the process for approval of sanitary districts and impacts the Moose Lake Sanitary District passed in its first committee hearing on Thursday, March 24. The bill now goes to the House general register to be voted up or down on the House floor.

“This is an important bill for our region, but it’s also an important bill for all of rural Minnesota,” said Rep. Sundin. “There’s bipartisan agreement that there was work to do on making sanitary districts work better for communities and residents, and this bill moves that process forward.”

In 2013, the legislature modified and expanded the statute governing sanitary districts, and changed oversight over the sanitary district process from the MPCA to the Office of Administrative Hearings (OAH).

Rep. Sundin’s bill (HF1674) amends the sections relating to the process for creating a sanitary district, and annexing territory to or detaching territory from a district, dissolving a district, and the requirement for a joint public information meeting before any of those actions.

Throughout, it strikes the requirement that the description of the area proposed for an action (creation, annexation, and detachment) also include a justification for inclusion or exclusion of parcels.

It also changes the publication requirement from the State Register to a newspaper of general circulation in the affected area. And it changes the notice to affected property owners from mailing or e-mailing information of the publication to mailing or e-mailing a notice of the final order of the creation, annexation, detachment, or dissolution.
