LEGISLATIVE UPDATE

News From Representative Swedzinski


This week in the House we focused on education, improving student achievement and giving parents, teachers and students the tools they need to be successful in the classroom. I also introduced an agriculture bill on the House floor. The governor also issued his State of the State Address on Wednesday. He agreed that job creation and education are top priorities this session.

On Thursday we voted on and passed the last in, first out policy reform bill, HF 1870. This bill would require a school board and the exclusive representative of the teachers to negotiate a plan to base discharge on teachers' subject matter licensure fields, their effectiveness, and their seniority. This issue is something that various other states have dealt with, and reformed. By reforming this policy, this bill will put more decision making into the hands of our local school boards.

A bill I authored was passed the floor on Thursday as well. HF 1926 is focused on commercial feed certification and production. Laid out in this bill are the requirements and procedures necessary for the voluntary obtainment of a Good Manufacturing Practices (GMP) certificate for commercial feed and feed ingredients issued by the Minnesota Department of Agriculture (MDA). This bill will allow companies like Ralco Nutrition of Marshall to expand their market share in foreign markets and increase agricultural exports.
