With just over a week to go in session, we are working hard in conference committees, and are very close to a final budget. Policy Committees continue to meet as well and we are in session every day now. Least to say it has been a very busy week.
I know there has been a lot of talk about veterans funding in the budget that Republicans put together. I can confidently tell you that NO programs are being cut. Our veterans have sacrificed so much, and we will not cut any portion of their funding and in some cases they will see increased funding. Unlike the Governor’s plan we cut taxes for hard working Minnesotans and make sure that necessary programs are funded and education funding and it’s programs are a top priority for our budget.
The Education Policy Bill passed the House floor this week. Some of the highlights from the bill include:
• HF 1487, a third grade literacy bill requires school districts and charter schools to develop and implement a local literacy plan to address: assessment of reading difficulties in K-3, strategies for reading intervention, and methods for parental notification and involvement. This bill also prevents the promotion of a student to fourth grade, who is unable to read at grade-level, unless an exception applies. If after meeting with school staff, a parent may override the literacy standard by giving written notice they want their child promoted.
• HF 638, a bill pertaining to A-F Grading of Schools and School Districts: This bill is modeled after the highly successful Florida Formula to evaluate schools and school districts based 50% on student proficiency and 50% on student learning growth. The initiative is incentivized with financial awards of $100 per pupil to schools receiving an "A" grade, improving one or more letter grades in the previous year, or improving two or more grade levels in the preceding two years.

In case you missed it last week the first redistricting map plan was introduced by House Redistricting Chair Rep. Sarah Anderson. Please know that through negotiations this map could again, change. The district, as mapped right now, would include the cities of Walnut Grove, Revere, Morgan, Clements and the townships include: Three Lakes, Morgan, Springdale, and North Hero.
