Now that our budget bills have passed the House and Senate we are moving into conference committees, where select members from both bodies conference together in one committee for each bill and work out the differences they have. Once each committee has come to an agreement on their bill, a final bill will be submitted to the Governor for his signature.
In the Capital Investment committee we are working hard on making sure that taxpayer dollars are spent wisely and tracking where those dollars are going within the different agencies in Minnesota.
Representative Sarah Anderson introduced HF 194 pertaining to this. This bill would require the commissioner of management and budget to report by September 1 of each odd-numbered year on the jobs created or retained as a result of capital project funding by the state during the previous biennium. Requires other state agencies, the University of Minnesota, and the Minnesota State Colleges and Universities to collect and provide the information to the commissioner of management and budget.
Representative King Banaian also introduced a bill that would hold state agencies accountable. This bill requires the commissioner of management and budget and the state economist, with approval of the governor, and in conjunction with legislative committees responsible for capital investment, to develop before January 1, 2012, a return on investment format. It provides for the return on investment format to be required of all requests for bond fund appropriations after January 1, 2012.
