Dear Friends,

During this session I have been working diligently in the Minnesota Legislature: to reduce government through meaningful reforms and sensible reductions in spending, to improve the business environment to spur job growth, and to protect families and individuals from tax increases.
Recently, I introduced my second chief-authored education reform bill, House File 1487, Third Grade Literacy. This bill requires school districts and charter schools to develop a local literacy plan to address: assessment of reading difficulties in K-3, strategies for reading intervention, and methods for parental notification and involvement. This bill also prevents the promotion of a child to fourth grade, who is unable to read, unless an exception applies. This bill, as well as, my A-F Grading of Schools and School Districts bill, are both modeled after the highly successful Florida educational reforms. To support my bills and other educational reforms, former Florida Governor Jeb Bush is visiting the Minnesota Legislature tomorrow, Tuesday, April 26th. Additionally, tomorrow at 8:15 AM my Third Grade Literacy bill will have its first hearing in the Education Reform Committee.

The leadership of the House of Representatives has set aggressive timetables and budget targets to follow through on our shared priorities. To date, the Governor has signed a number of Republican initiatives, including alternative pathways to teacher licensure and permitting reform. With a Republican majority in both the House and Senate our reform and fiscal priorities are making their way through the Conference Committee process. However, to become law, they will need to be signed by the Governor.
