Dear Friends,
Currently, Minnesota has the fifth highest state tax collections per capita, the third highest business tax, and the seventh highest sales tax rates. The Governor's tax plan calls for an individual income tax rate of 10.95%, second only to the 11% rate in Hawaii and Oregon. (Last Monday the Governor abandoned his plan to have the highest state individual income tax rate of 13.95%.) On Thursday, the House of Representatives voted down the Governor's tax plan with a vote of 0-yeas and 131-nays and the Senate voted down his plan with a vote of 1-yea and 63-nays. Republicans are committed to complete a budget by March 25th that lives within our means, spurs job growth, and protects hard-working Minnesotans from tax increases.
Also on Thursday, the Conference Committee Report on Alternative Pathways to Teacher Licensure passed the floor of the House with bi-partisan support. The bill allows highly qualified teaching candidates with a bachelor's degree to obtain a teaching certificate after passing basic skills tests and rigorous content and pedagogy examinations. The bill was presented to the Governor March 4th and he is expected to sign it.
House File 203 passed the House with a vote of 77 to 54 to prohibit any administrative rule from taking effect until enacted into law by the Legislature, if the cost of compliance with the rule on any person or entity exceeds $10,000 (the current threshold is $25,000).
House File 1, signed into law last Thursday, streamlines the permitting process for businesses. Our economic recovery will be strengthened with this sensible regulatory reform to save businesses time and expense while still protecting the environment and public health.
