On Thursday the House passed my bill, House File 1766, that would protect child care assistance payments from the automatic withdrawal of union dues or fees. To listen to my introductory remarks that summarize the bill, please click here.
I authored this legislation in response to Governor Dayton’s recent executive order calling for a vote on unionizing all private, independent in-home child care providers. Unlike federal law, current state statute lacks language that would protect a diversion of state subsidy funds to union dues and fees. This bill establishes a layer of protection that maintains the integrity of Child Care Assistance Program (CCAP) money.
Several child care providers turned out in support of the bill, both at Thursday’s press conference and during the committee process. No one testified in opposition to the bill, and I received bi-partisan support during the House vote.
Reform 2.0
My colleagues and I continued our efforts on reform this week. Several tax reforms were heard in committee that will encourage businesses to stay and grow in Minnesota.
On Wednesday, the Property Tax and Local Tax Division debated commercial/industrial property tax relief legislation that would ensure our businesses grow and thrive. House File 1914 would exclude the first $150,000 of a commercial/industrial property’s value from the statewide property tax. Businesses of all sizes would see the same amount of relief under this provision, which would take effect for property taxes payable in 2013. In addition, it would phase out the state property tax over 12 years.
On Thursday, the Jobs Committee discussed the enhancement of the Angel Investor Tax Credit, which matches start-up businesses with people looking to invest their money. If we can enhance this tax credit, we can spur entrepreneurship and economic growth.
In addition, bills were heard on state employee gainsharing and a Tax Reform Action Commission, which would help simplify our complex tax code. I look forward to following the progression of these bills and eventually hearing them on the House floor.
