This week we also passed the Health and Human Services bill on the House floor. This bill contains many key reforms that will benefit Minnesotans. It builds on reforms of last session, working with stakeholders, advocates, and the Department to assess the setting and scope for the delivery of state disability services. Our goal is to deliver the right services to the right person at the right time, and in the most effective manner. Some key components include reforms to Electronic Benefits Transfer (EBT) and it ensures that provider groups like community paramedics are reimbursed under Medical Assistance and state health care programs.
Last week the House passed a bill that would help many of Minnesota’s small businesses. The Tax Relief and Job Creation Act, would provide an over $25 million increase to the research and development tax credit. Minnesota is a nation-wide leader in the biotechnology industry. This bill will allow small, start-up biotech businesses to partner with larger, profitable companies to gain access to an immediate infusion of cash so they can hire more employees. This program is based on a similar program that created thousands of jobs in New Jersey.
This bill would also provide for the creation of the Internship Grant Program which aims to provide opportunities for rural businesses. The program administered through the Office of Higher Education would give a 40 percent grant up to $1,250 per intern to employers. This is a program that aims to attract and keep great talent in Minnesota.
The State Capitol building is in need of comprehensive renovation. The outside is in need of repair as well as some updating to the inside infrastructure. A bill has been introduced to provide funds to renovate the building. This $221 million bonding bill will provide the financial resources over a four-year period to ensure that the Capitol stays intact and remains the historical state house.
