LEGISLATIVE UPDATE

News From Representative Kiel


We continue to work in many of our committees this week. I also wanted to touch once again on the budget forecast released just last week. Since the November forecast we now have a surplus of $1.2 billion that have been allocated to reserves and paying back the school shift.

Representative Garofalo introduced HF 2083 this week that would repay a large amount of the K-12 school shift with funds we now have in reserves. The $1.2 billion budget surplus allows us to put kids first and start paying back the education shift. With this bill we are paying back all of last year’s shift and starting payments on the debt left on schools by the previous DFL-controlled Legislature. It is what’s right for our kids and keeps our state in strong financial health.

The state owes schools $2.4 billion. The state owes $400 million from the last session and $2 billion that the DFL borrowed from schools in 2010.
Now that we have a budget surplus – thanks to Republicans holding the line on taxes and spending – we can pay back the remaining $400 million from last session.

And we can also start to pay back the $2 billion the DFL borrowed from schools.

We have said this since we got here in 2011, we need to put kids first. And with this bill that is exactly what we are able to do in this bill.
