LEGISLATIVE UPDATE

News from Representative Fabian


Last week Representative Davids introduced the Tax Relief and Job Creation Act that passed the House floor. This bill is intended to give our job creators incentive to hire Minnesota’s job seekers. This bill allows small businesses to keep more of the money that they earn.

The bill specifically provides for a state-wide business property tax reduction. It would exempt 70 percent of the first $150,000 of value for all business property in Minnesota; this will be especially beneficial for rural small businesses. This also begins a 12 year phase-out of the tax in 2014, to be completed in 2025. Property tax relief is good for all Minnesotans, and especially our business owners. This bill would also freeze statewide tax on business property for one year.

Another important part of the bill includes the creation of the Internship Grant Program which aims to provide opportunities for rural businesses. The program administered through the Office of Higher Education would give a 40 percent grant up to $1,250 per intern to employers. This is a program that aims to attract and keep great talent in Minnesota.

Other parts of the bill include increases to the Angel Investment Tax Credit as well as the Research and Development Tax Credit. The biotechnology industry has the potential to grow in Minnesota. This bill will help give job creators the opportunity to hire Minnesota’s job seekers.

I mentioned the permitting bill passed last week. The bill is out of conference committee and was passed again on the House floor Thursday. This bill will be presented to Governor Dayton, and it is my hope he will sign this common sense legislation. This bill is very valuable to Minnesota businesses and local governments required to get permits from the MPCA or DNR. This bill takes another step forward in increasing the speed at which permits can be issued, while also helping reduce expenses to those who need permits or those who are in the process. This bill will also make agencies more efficient.

Superintendents from Northwest Minnesota were here this week. We had a meeting at the Capitol to discuss their concerns.

The Health and Human Services bill also passed the House floor on Thursday. This bill holds many key reforms such as Electronic Benefits Transfer (EBT) reforms. Minnesota taxpayer dollars must be spent with purpose and accountability. Our legislation will make certain that the people who need assistance are receiving it, and establish restrictions that ensure public assistance dollars are being used as intended.
