We are drawing closer to a special session, hopefully to be called soon by Governor Dayton. With that I would like to share a few thoughts with you about our balanced budget proposal and taxes.
At a time when the economy of Minnesota and the Nation is fragile and businesses are trying to create jobs, we need to provide certainty for our job creators and providers. We can do that by holding the line on taxes and regulations, like the States that we are competing with.
As a business owner, I know the challenges a fragile economy can bring and raising income taxes is not going to help create jobs. A key piece of the budget gives Minnesotans tax reductions of $203 million and tax relief of $30 million in homeowner property tax refunds. It will also reduce the statewide business property tax by $50 million in FY 2012-13 and $120 million in FY 2014-15. And to encourage economic growth and job expansion, the bill includes a $34.8 million expansion of the research and development tax credit and an initial reduction and later phase-out of the statewide business property tax.
Raising taxes is clearly not good for business and not good for our job creators. We need to grow Minnesota by allowing taxpayers to keep more of their hard-earned money to spend as they see fit.
As I have stated before, we have proposed a $34.2 billion balanced budget. That is an increase of 6% over the previous biennium and it does not raise taxes. It is a budget that lives within it means, just like hard working Minnesota families.
I believe that this budget is responsible and addresses our priorities. I also believe that a $3 billion increase in revenue is enough. Do you?
This has been a busy week. It included an interview with Jack Swanson on Wild 102 FM, County commission meeting, visits with several constituents in local coffee shops, a school board meeting and a meeting with the Northwest Minnesota co-op managers.
