A bill that I am focusing on now is House File 1238, in regards to county septic systems. This bill delays implementation of new MPCA standards for rural septic systems until 2016. Rural counties have expressed deep concern regarding the new rules proposed by the MPCA. It is possible that each county could have an increase in expenses of up to $50,000 in an attempt to implement the new rules. Also home owners could incur costs to upgrade their systems of $1,200 and up to $8,700, according to testimony given in committee by Roseau county environmental officer Jeff Pelowski. Pelowski’s testimony was very effective and much appreciated. Counties were originally required to adopt an ordinance by February 4, 2010, but were given a two year extension last session. This bill has very strong support from the associations representing rural counties.
The Education Conference Committee met this week and we talked about the House and Senate versions of the Education Omnibus Bill. We have had good discussion and hope to have a final bill prepared very soon. Governor Jeb Bush also visited with Republican legislators this week in regards to education policy. It was interesting to hear about the improvement in student achievement gains in Florida.
The Redistricting Committee met this week as well and we are voting on a bill today to establish principles for new legislative and congressional districts.
I also was able to meet with Rick Trontvet along with House Speaker Kurt Zellers to discuss mutual concerns for providing a business climate in Minnesota that encourages businesses to hire more Minnesotans.
I’d also like to congratulate Rick Kezar on his appointment to the Governor’s Waterfowl Taskforce. I know that Rick will do an outstanding job on this taskforce.
