Hello from the Capitol!
Today we received great news from the Office of Minnesota Management and Budget – our state forecast for February was released and we have a $323 million surplus. Added with 2011’s November forecast surplus of $876 million gives us a combined state surplus of $1.2 billion! As a result of the February forecast, $318 million will be applied to paying back the K12 school shift. The legislature has made a remarkable turnaround since facing a $6.2 billion deficit just last year. We have seen a decrease in government spending and no new tax increases – a job well done to my colleagues in the legislature who are committed to limited government and private sector economic growth.
On Wednesday, February 29 I presented three bills in House Committees:
- HF 2136: This bill modifies the situations where damaged motor vehicles must have a salvage title and where a disclosure of vehicle damage is required.
- HF 2093: This bill clarifies the classification of independent contractor employees and provides a contractor registration pilot project.
- HF 2335: This bill makes a variety of changes in Commerce Department regulation of debt collection agencies and individual debt collectors that work for agencies.
Last Tuesday February 21st, the court panel on redistricting from the Minnesota Courts released the new legislative and congressional redistricting maps for Minnesota, which go into effect in January of next year. I am looking forward to continuing to represent the residents of Blaine, and it is an honor to represent you in St. Paul. On Wednesday February 22, Governor Dayton signed one of our Reform 2.0 initiatives, HF 1770, into law. The bill passed both the House and the Senate with bipartisan support and is a very helpful reform measure for our schools. HF 1770 requires teacher candidates to take and pass a basic skills exam before receiving their teaching license in Minnesota. This is a very important development for Minnesota's schools, as we can now be sure the teachers are all qualified for educating our children.
HF 2394 was passed by the Senate and presented to Governor Dayton Thursday evening. The bill was first passed by the House on Monday, February 20. The bill was signed into law last week, and is effective as of last Friday. The new law makes changes to require citizen notification when a sex offender is released into a community.
