Hello from St. Paul!
I hope this update finds you well! We are just wrapping up another week of committee meetings and floor session here at the Capitol. After sharing last week’s good news of Minnesota’s $1.2 billion surplus, a plan has been put into place to pay back the K-12 school shift that was passed as part of the budget agreement with Governor Dayton in 2011. The bill (HF2083) uses the state’s $1 billion of cash reserves to pay back all of the K-12 shift from 2011, and makes the first repayment of the $2 billion education shift from the legislature in 2010. This plan does what is right for our students and keeps our state in good financial health. HF2083 passed the House floor during yesterday’s floor session.
This week in the Property Tax Committee, I presented HF 2090. This bill grants special law tax increment financing (TIF) authority to the city of Apple Valley for job creation.
The House Small Business Caucus, a bipartisan group of legislators, announced their agenda for 2012 this week in a news conference. This initiative looks to improve the climate for small businesses in Minnesota. The Small Business Caucus has proposed a package of bills to help with taxes, finance & investment, and removing barriers.
Finally, I have spent the majority of today in Tax Committee discussing HF2337, the Tax Relief and Job Creation Act:
· This bill will make Minnesota a more competitive place to do business.
· It reduces the statewide business property tax rate to help businesses invest in employees and growth, not burdensome regressive taxes.
· It emphasizes action for high-growth industries to make Minnesota a magnet for the medical device and bio-technology industry.
· It provides incentives to create a well-trained work force in Greater Minnesota and help the men and women who fought for our country find jobs back home.
· It targets new benefits and reforms existing ones to ensure they help more Minnesota-based businesses, especially in rural Minnesota.
