A lot has happened since the last time I wrote. First of all, the Mack family grew as my husband and I welcomed the arrival of a daughter to our family. She is our first child and we feel so blessed.
Then the good news came late last week that we have a conditional budget agreement in place that will end the state shutdown, erase our budget shortfall and set spending for the next two years. The General Fund budget will be $34 billion, a 6-percent increase over the last biennium but within the threshold of anticipated revenue.
While we have a budget framework in place, we still are working to iron out the details so we can put conduct a special session to approve a final plan. Negotiations continued throughout the weekend on various aspects of the budget and some loose ends still remain, so right now it is difficult to comment fully. What we do know is the governor conceded his proposal to raise taxes and the Legislature conceded some reform and policy initiatives.
I expect we all will find something we do not like with the finished budget product, but compromise is essential to resolution and that is what we are working to do. The key thing for now is to get our state operating again and get our laid-off state workers back on the job. I will pass along more details as things evolve and I look forward to getting back to the Capitol as soon as possible. It looks like the governor will call us in for a special session this week to finish the job.
