LEGISLATIVE UPDATE

News from Representative Anderson


On Tuesday, the House Ag Committee heard HF 2398, a bill I authored in regards to requests being made by the Department of Agriculture and the Board of Animal Health. This bill contains provisions that will affect grain buyers, firewood distributors, local governments collecting waste pesticides, agricultural pesticide dealers, nursery stock growers and retailers and others. The bill would also establish a new Dairy Research, Teaching, and Consumer Education Authority to identify and acquire a site for a new dairy education facility.

This week the annual February budget forecast was released by the Office of Management and Budget. The numbers released indicated a $323 million surplus. These funds according to state law will be allocated to replenish the state’s financial reserves. This surplus indicates new funds that the state has taken in since last November, when a surplus was announced of $876 million.

Another surplus like this indicates that we are on the right track. Living within our means and slowing the growth of government is essential to having a surplus in the state’s budget. We need to keep in mind that these funds are already spoken for and cannot be spent by the state. According to state law these funds must be allocated to replenishing reserves and to start paying back the K-12 school shift.

On Thursday the governor signed HF 1585, which is the bill I authored to reduce from 180 to 90 the number of days a school must make a good faith effort to join an interscholastic conference before asking the Minnesota State High School League for help in arranging conference membership. I’d like to thank my fellow legislators and Governor Dayton for their support of this bill.
