Members of the Legislature, along with the state Supreme Court justices and former Gov. Wendell Anderson and former Vice President Walter Mondale, listened as Governor Mark Dayton delivered his State of the State address Wednesday evening. The mood was positive as the Governor talked about the good things happening in Minnesota.
I was a bit surprised when, after listing his top two priorities as a bonding bill and a Minnesota Vikings stadium, the Governor, later during his speech, emphatically called for "no more borrowing," I've always said that a bonding bill is just a fancy name for a "borrowing bill." And the construction of a new football stadium will take the better part of a billion dollars, money which will have to be borrowed to come up with the state's portion.
A bill I authored was passed 132-0 off the House floor Monday. It changes the length of time during which a school must make a "good faith effort" before being placed into an interscholastic conference. Current statute says a school must wait 180 days before the Minnesota State High School League can step in and place a school in a conference.
Waiting that long may force a school to scramble and play a non-conference schedule for a year because schedules are sometimes drawn up many months in advance. This is what happened to Melrose when they were placed back in the West Central Conference, but not in time to be included in the coming year's football schedule. As a result, they will play away games this fall with International Falls and Glenwood City, Wisconsin. In both cases, to cut down on travel distances, the schools involved with meet in the middle to play their games. The contest with International Falls will be played in Grand Rapids, while the game with Glenwood City will take place in Chaska.
It has been a busy week here in St. Paul. The schedule, for example, in addition to regular committee and floor session work, included a breakfast session with the Minnesota Township Officers, along with meeting area superintendents and delegations representing the Stearns and Pope County SWCD's. I also welcomed a group of students from Germany who just arrived here to spend a couple of weeks living with families in the Melrose area. Later this summer, students from Melrose with return the favor, and travel to Germany.
