LEGISLATIVE UPDATE

News From Representative Anderson

Legislators have left St. Paul to return home for visits with constituents and to take part in precinct caucuses, which are scheduled for next Tuesday across the state. No matter what your political affiliation, I encourage you to attend the caucus in your area and become involved in the process at the grass-roots level.

Committees have begun hearing bills here at the Capitol. Yesterday we heard from experts in the area of invasive aquatic species in our Environment Committee. They called for immediate action to pass legislation that would provide for the construction of electrical barriers in the Mississippi River to prevent Asian Carp from migrating upstream and invading our state's lakes and streams. Three separate barriers were proposed with the one furthest south near Hastings being the most important. That's because Hastings and Lock and Dam #2 are below the confluence of the Minnesota and Mississippi Rivers, and a barrier there would prevent carp from entering the Minnesota River. The estimated cost of each barrier is between three and four million dollars, with funding probably coming from either Legacy or LCCMR revenues.

A long floor session yesterday that went into the evening resulted in four tort reform bills being passed. They dealt with topics ranging from statute of limitation to interest rates in the pre-judgment stage of trials. The fate of these bills is uncertain with the Governor.

We are scheduled to come back to the Capitol next Wednesday, the 8th of February. The State of the State address from Gov. Dayton will be a night-time event this year. It's slated for 7 P.M. the following Wednesday, Feb. 15th.

Paul Anderson
