SESSION UPDATE

News From Representative Anderson


Dear Neighbors,

With only a little over 2 weeks to go in this legislative session our committees are continuing to meet to pass policy issues and our conference committees are wrapping up their finalization of the finance bills.

District lines and maps showing proposed new boundary lines for legislative districts in Minnesota were made public this week. The new districts were the result of 14 public meetings by the Re-districting Committee in the House and a similar group in the Senate. Whatever plan comes out of the Legislature must be signed into law by the Governor or else the process will end up being decided by the courts.

Our area, District 13A, needed to pick up several hundred additional residents to come up to the state average of nearly 40,000. In doing that, several major changes were made. Two townships in Kandiyohi County, Arctander and Lake Andrew, were moved into District 13B. In addition, three Stearns County townships, Sauk Centre, Melrose, and Millwood were also moved. They went to District 11B to the north. Under this proposal, six townships in central and eastern Stearns County would be added to District 13A. They include Zion, Munson, Farming, Collegeville, Avon, and Holding.

H. F. 1612, authored by Rep. Keith Downey, proposes an amendment to the Minnesota constitution requiring that state expenditures from all sources for a two-year state budget must be limited to the amount of revenues received by the state for the previous biennium (two year period). It specifies that one-time repayments are exempt from this requirement and allows additional expenditures for a declared national security or peacetime emergency.
