NEWS COLUMN

March 26 Legislative Update


Neighbors,

Last week was another productive and successful one here at the Capitol in St. Paul. I had some of my chief-authored bills make progress in House committees and on the House floor:

- HF1821 strengthens requirements for MnDOT for administering the program that provides a bid preference to veteran-owned small businesses (VOSBs) when competing for State-funded construction-related contracts (i.e., those not involving any federal funding). The bill also authorizes counties to create a bid-preference program for veteran-owned small businesses competing for county contracts to provide the county with goods, services, and construction-related work. This bill passed the Committee on State Government and was referred to the Committee on Ways and Means.

- HF2426 makes repairs to the Peace Officer Memorial on the Capitol Grounds and was passed out of State Government Finance Committee and referred to the Committee on Ways and Means.

- HF2261 Minnesota State Veterans Cemetery burial eligibility expanded to include deceased allied Hmong-American or Lao-American veterans of the American Secret War in Laos. This bill received its second reading on the House floor.

- HF2640 would change the requirement for salary differential pay by school districts by requiring a district to pool its salary savings from the positions of all its deployed employees, including from the positions of those who themselves happen not to be eligible for a pay differential payment. The effect would be to possibly increase the amounts of any partial payments being paid to eligible deployed school district employees. This bill also had its second reading on the House floor this week.

- HF2507 expands the safety officer survivor educational grant program to include grants for graduate education and was heard in the Committee on Higher Education.

Last week on the House floor, we passed the Tax Relief and Job Creation Act to make Minnesota a better place for job creators. The bill focuses on business in Minnesota and growing employment numbers. The bill reduces the statewide business property tax rate to help businesses invest in employees and growth. It also provides an incentive to create a workforce that is well-trained and helps the men and women who fought for our country find jobs once they return home.

The Minnesota House also passed HF2738, a bill that allows for a public ballot vote in November to determine whether or not a voter needs to show an ID in order to cast their vote. I think it is important to point out that this amendment preserves the ability of all eligible voting Minnesotans – including military members, college students, and the elderly.
