March 2 Legislative Update


Neighbors,

Minnesota received great news on Wednesday when the February forecast was released by the Office of Minnesota Management and Budget. We learned that the state is facing an additional $323 million budget surplus – and that added to November’s forecasted surplus of $876 million brings our state surplus to $1.2 billion. This can be contributed to stronger than expected revenue growth thanks to no new taxes and reduced government spending since the budget passed in 2011.

I introduced a bill this week, HF2426, which appropriates money to make repairs to the Peace Officer’s Memorial located on the grounds of the Minnesota State Capitol.

I am also the co-author of HF2377 which was heard in the Higher Education Policy and Finance committee on Thursday. It establishes an account in the special revenue fund for the tuition reciprocity program administered by the Office of Higher Education, and directs all payments and appropriations to the account and requires all payments to be made from the account. Any money remaining in the account at the end of a biennium, cancels to the general fund. The changes are effective beginning fiscal year 2013.

On Tuesday I attended a joint meeting between legislators from Wisconsin and Minnesota, along with representatives from the offices of Governor Dayton and Governor Walker. The committee met to find a solution to worker reciprocity, for Minnesota residents working in Wisconsin and vice versa. Currently, WI owes MN $60 million in reciprocity payments. Our next meeting will take place on April 15th, and we are expected to reach a decision by October. It was great to meet with legislators from Wisconsin on this important issue for Minnesotans who need to know what their income tax rate will be.
