The House DFL has passed an Omnibus Health and Human Services Finance Bill to provide significant reform and cost reductions in our health care system. This bill also provides health care coverage for every child in Minnesota by 2011 and increased support for Minnesota nursing homes.
Included in this omnibus bill is legislation (HF 1296) I authored to provide a registry of persons certified to perform doula services (a certified non-medical assistant who provides professional support for a woman in childbirth). This bill establishes the right for a mother to have a doula present during labor and delivery in childbirth, and creates a doula registry on the Department of Health website.
Research shows that when doulas are present at birth, laboring women are more likely to have safer, shorter, less expensive and more satisfying birth experiences. There are fewer medical interventions, fewer cesareans and healthier babies.
Allowing such alternative health care as doula services will benefit the well being of mothers and their babies.
With this and the entire omnibus health and human services bill, Minnesota is again positioned to take its place among the leaders in health care innovation.
