ST. PAUL Rep. Ryan Winkler has entered the Minnesota Legislature eager to go to work reforming state government to make it more accountable for its actions and effective in meeting public needs. He is also determined to create and endorse policies that deliver long-term benefits, and provide opportunity and quality-of-life for all Minnesotans.
In holding true to his campaign promises to respond to the call of voters to focus on the basics fair funding for education, health care reform, and property tax relief Winkler is supporting several bills introduced this week that address those very concerns and more.
These bills include:
· A Property Tax Relief Bill that uses a combination of aid increases to cities and counties, more school aid and levy support and direct credits and refunds to homeowners.
· A Cover All Kids Bill, that extends health care coverage to every Minnesota child.
· An Increased K-12 Funding Bill that will increase the basic formula by 3% in 2008 and 3% in 2009.
· A 25/20 Renewable Energy Bill that increases the percentage of retail electric sales that must be generated from eligible renewable sources from the current 10% by 2015 to 5% in 2010, 11% in 2013, 15% in 2015 and 25% in 2020.
All of these proposals will now undergo the complex legislative process. However, with a majority party in both houses committed to bipartisan progress for our state and widespread support throughout the legislature to address these pressing issues, these bills have a great chance of becoming the first of many steps toward progress this session.
In Winkler's words, "With a commitment to bipartisanship, we as a legislature can get Minnesota moving again. The message of the voters was clear, and we are already at work addressing the basic challenges facing Minnesota."
Ryan Winkler was officially sworn in as the State Representative for District 44B as the 85th Legislative Session convened on January 3rd at the State Capitol. Winkler, an attorney from Golden Valley, is beginning his first term as State Representative.
