The Legislature and Governor came together to pass an important measure for protecting our children. The Kyle Herman Law requires school districts to notify parents of alleged abuse of their child within 10 days of the completion of an investigation.
Kyle Herman is a Minnesota student with Down syndrome. As a kindergartener, Kyle suffered physical and emotional abuse including being slapped, threatened and scared to the point of tears by his teacher. Kyle was unable to express the abuse to his parents, and although school staff reported the incidents, Kyle’s parents were kept in the dark for two years. Kyle’s parents had no knowledge of the abuse, and were unable to help their suffering child.
Parents have a right to know what happens to their children at school. This new law puts parents back in charge. While the law cannot undo past harm, it does give parents the information they need to help their children cope with the unthinkable.
I would like to extend special gratitude to Kyle and his parents, and to students at Concordia University who spearheaded the effort behind the Kyle Herman Law. As an elected official and as a parent, I am proud of this bipartisan effort to protect our children.
