Recently, the Legislature passed a bill to create an angel investor tax credit and to expand the research and development credit for small businesses. Incentives like these are used in neighboring states with great success. Now Minnesota will be able to capitalize on this economic development tool which will help generate high-paying jobs.
This jobs legislation represents the hard work and collaboration we need to finish the work of the budget and deliver the results our citizens deserve. As things stand now, $682 million of the $994 million budget deficit remains. The first bite of the apple yielded cost-cutting measures totaling $312 million. Unfortunately, much of the budget balancing bill failed to address long-term budgetary problems.
During debate of this bill, Republican legislators offered several cost-saving reforms including efficiencies to relieve job creators of Minnesota’s burdensome permitting process and restructuring state government. Regrettably, Speaker Margaret Kelliher (D – Mpls) blocked these initiatives. Nevertheless, I am hopeful positive reforms like these can remain a part of the budget discussion. Without such reforms, our state will continue to face severe budget deficits.
As the Legislature continues our work on the budget, it will be critical to take a forward-thinking approach that delivers results today, and for the future. The current economy and the needs of our citizens demand fiscal responsibility, a focus on priorities and creative solutions.
